In order to seek in-warranty support from HP, please contact the support department for your country. Here is how >> https://support.hp.com/it-it/contact
Here you post in the public section of the HP Support forum/community and you do not communicate with HP directly. I am afraid that posting in the forum is not an acceptable way to seek in-warranty service, parts replacement, etc. You need to call the support or open a support case online.
You wrote that the PC won't start.
Have you tried any troubleshooting on your own ?
Is AC power adapter connected ? Have you tried power reset ? Any blinking or beeps when you attempt to start the PC ?
Is the PC nor starting itself (no signs of life) or it is the OS Windows not booting ?
