I've installed the card reader driver as described above (driver version is 10.0.16299.29095). Now the PC works with NO high CPU usage after hibernate. The 5 months quest looks like is completed...

I do not see card reader under system devices but under something like Memory (or storage) Technology Devices. As I do not have English version, I am just guessing English original name of the item:-) However, there is Realtek PCIE CardReader.
Also, under its properties, I can see following: Slot PCI 11 ( bus PCI 4) so I am not sure it is connected to stated PCIe port #12 but update of driver for this CardReader definitely solved the issue. In my case it is version10.0.16299.21304 .
