What is this doing: "press and hold F5 and the power button for 30 seconds"?

HI,

found this out of luck here somewhere to fix the USB-C suddenly stopping working as a video / monitor connection.

but nowhere its explained what this combination is doing?

and in contrary to the colleague having the same problem there was no update at all - it stopped working in the middle all of a sudden - no drivers updated nothing else updated - so wondering what that key compnation is doing?

have to add that this was done while the laptop was shut down.
