Operating System: Microsoft Windows 11

Yesterday, I went to turn on my laptop and it began making a whining noise close to the power button. I restarted my computer and tried turning it on again but now the screen stays black and the laptop continues to make a whining noise whenever the power is on. It will either stay on, or turn itself off.
