The 2017 ENVY 13 range (model 13-ad0**) had a Core i3 option. Since you started looking at this model, it has been replaced by the 2018 ENVY 13 range (model 13-ad1xx), which is only available in Core i7 and Core i5 options. More details can be found in the Maintenance and Service Guide (click) for these machines.

The 2018 models are a substantial upgrade over the older 2017 models, as they have quad core rather than dual core processors. HP make a wide range of consumer laptops at different price points; to keep costs down they cannot make every conceivable combination and will attempt to target their products to the specifications and price points that have previously succeeded in the market. There is no chance that a discontinued model will go back into production; if supply locally has been exhausted, there is nothing further that can be done.

Don't forget to check what discounts might be available locally by shopping around. If you are a bona fide student, HP do offer student discounts in at least some markets; certainly in the UK, bona fide university students can buy some HP products at a discount.
