There is a video showing that you can install 8gb sticks for a total of 32gb ram on z400 v1 and 48gb on the v2

using MT18JSF1G72AZ-1G6E1ZF .

I do trust those guys.... they have put a lot of work into their videos and have been following this forum closely.  So, I personally would buy based on their experience and accept a bit of risk which will always be the case if you go out of HP's recommendations.  You already are doing that by definition with these workstations.  They have a mistake in their "blog" page for the 8GB SKH memory.... it is 2Rx8 just like the Micron 8GB sticks.  Running L version memory will get you no benefit on the Z400.  They'll run at full voltage anyway.

 

The auto-downregulation of memory speed works well with proper sticks and workstation.  I've run six 8GB DDR3 PC3-14900R sticks from one of our Z620 v2 workstations as a test in a Z600 v2 just fine.  Passed all the memory tests.  Your Z400 v1 and the Z400 v2 will not run the "R" type memory.  Those need proper "E" type memory, the ECC unregistered (unbuffered) sticks.  So, since someone has done the testing for you I'd get 4 of the 8GB sticks they recommend, one or the other brand but don't mix.

Can you please tell me the difference between 398293-003 and 398293-002 CPU heatsinks ?

Can not find any info online. Do they have different cooling abilities for different TDP processors ?

-002 is better than -003.  To save costs on these quite expensive heatsinks/fans late in the runs of the xw6400 and the xw8400 HP chose to use a unit with only 3 of the original 4 cooling tubes in place.  My guess is that these went into the workstations with low power processors, and the faster ones got the -002 version.  See pics below from my stash, both of the -003 version:
