I have HP 290 G9 (9M9D7AT) (Bios code 89B4) bought with i3 12100 processor (serial number [edited]). I want to install i5 13400 processor. But Desktop does not run after changing processor. CPU fan rotate for few second and then stop. Updated bios to latest F.31 version available on HP drivers section for desktops 89B4 version. Did not work. On website shows Bios version F.31 Rev.A is latest. Even after update my bios version shows as F.31 only (without Rev,A). Any solution for this?

Well, it appears that not all motherboards are the same in an HP Pro SFF 290 G9 / HP Pro Tower 290 G9.
Only motherboards with SSID: 8B3C are compatible with 13th gen Intel Core processors, whereas motherboards with SSID: 89B4 are only compatible with 12th gen Intel Core processors.
You can easily ascertain what motherboard version you got by typing in System Information in your lower Windows search, then by clicking on the System Information app, and then looking to the right of "BaseBoard Product".

I have another model HP 290 G9 with i5 13500 default processor. I compared their motherboards. Chipset, model number of both motherboards are same. Only manufacturing date is 7 month before than i5 13500 one. I think because that time 13th gen desktops were not on manufacture, that's why on bios not mentioned 13th gen processors micro code. Now if they will update bios as they did with some other models it will support.

Unfortunately, as I mentioned, motherboards with SSID: 89B4 are only compatible with 12th gen Intel Core processors.
Meaning, no BIOS update is going to make this motherboard compatible with 13th gen Intel Core processors. You'll have to swap your motherboard with the (newer version) motherboard in order to run a 13th gen processor.

i suspect the intel did a production chipset revision to this models motherboard with a revised chipset that supports the 13th gen cpu's
this does happen occasionally anyone who owns a HP z820 motherboard knows about the rev 1 and rev 2 motherboards that differ only in the rev 2 board having a revised chip that differed only in the last digit but allowed a newer cpu line to work
