I have a problem finding drivers for this device. I installed Win 7 Home Premium (licence), but I can't find the drivers. At the same time, Windows Update does not work (there is no support for Windows7 anymore), and when I install Windows 10, the drivers are missing again
I can't start the TV CARD and make it work (one of the problems).

HP retired support for that model since it is more than 10 years old.
The only suggestion I can offer would be to use whatever drivers are available from this reputable 3rd party website...
Unfortunately, I don't see a driver listed for the TV tuner though.

just because HP never made win 10 drivers available does not mean you can't install win 10 it simply means you will have to manually search for drivers win 10 has native driver support for the motherboard chipset, onboard audio, however the onboard video from your current cpu (intel gma 4500 HD) does not have win 10 driver although it's possible to use a modded driver under win 10
also, the motherboard pict shows a MXM 3.0A video card slot if your board has this, then you should be able to upgrade your onboard video with this card that has win 10 support

you will need a heatsink for the card that fits properly,................all i can do is show a rough example you will need to determine if a cooler fits properly
you might want to upgrade the cpu to a E8400
regarding your Tuner, it's most likely a analog based tuner and not a digital one, if so then it will no longer work because all TV transmissions nowadays are digital so don't sweat the driver
