I want to ask the position of the Power On connector on the main HP Z220 MT

Do you have the original delta power supply? Did you connect both the four pin and the 18 pin power cables?
The Z200 has an 18 pin header. This has the standard 16. it should be correct.
From the photograph you took it appears the closest capacitor is puffed out at the top. you may want to examine it and others.
On a few motherboards where I cannot determine the wiring I've taken a Phillips screwdriver and slid the tip quickly down the rows of pins. I've done this dozens of times and never had a problem. I only recommend this as a last resort before chucking the board in the trash.

the power pins listed are correct, HP follows the same pinouts across almost all of their workstation models
also, note the two "ambient sensor" pins these connect to a sensor imbedded in the power cable which sets the fan speed based on the air temp failure to connect this will result in the cpu/case fan(s) ramping up to full speed
last, if not using the HP pwr supply you will need a adapter to convert the HP 6 pin pwr header to a ATX 24 pin

You won't find that... it is in the HP vaults. Dan, the very generous HP engineer who had access to the workstation schematics, has not posted here for years now, and maybe his posting of older workstation's pinouts is the reason why. I hope not...
You don't appear to know if that motherboard is functional or not. Why don't you go to eBay and search for a lowest cost Z220 that is known to be good and has all the important parts included. Or, even better yet, spend your time on getting a version 2 Z420 and soup it up. More expensive but even better: a Z440 and there is no version 1 vs version 2 issue with those.
