Well, that is the v2 boot block date and I see you're running the latest BIOS. I see no processor in the CPU1 socket and an approved processor in the CPU0 socket. Is that screen shot taken with both processors in place? If so I'd do a full CMOS reset with battery out etc. to see if that might be corrupted, and also set back to factory BIOS settings.
If that did not help I'd then swap the processors and try again with both in place but positions reversed.
When I put in new processors or swap them around I always wipe their gold pads with damp (not dripping) high % isopropyl alcohol before inserting to ensure good contact with the pins. Obviously get orientation right and also make sure no socket pins are bent.
We have a Z600 v2 running fine with that same BIOS version and two of those processors.
EDIT: Make sure your sSpec code is SLBYL laser etched on the top of the processor. There are "Qualification" samples of the X5675 out there that start with Q and those are not ones to ever rely on.
