HPDC7800p SFF won't update BIOS from 1.04 to 1.35

Hi, I have already restarted the CMOS a lot of times already. But still, the same outcome. Could it be my hard disk drive is the problem that prevent me from doing all of these? Should I replace it with a new one?

I have tried to reset the BIOS again by doing what the manual said. It still didn't change anything. What other factors could still be preventing me from updating my BIOS? I used the Windows updater, after it restarts nothing changed. No errors though. And in DOS Environment flashing, same thing. I really want this unit to work, my upgrade components have been lying around for a month now because of this BIOS stuff.
