since you most likely can't change the OEM's existing software's configuration the most practical method is to either replace the keyboard with one that has a volume knob or volume keys and use their audio software stack

Thanks for your suggestion, but I already tried that with an old keyboard with these options and it worked, but that is an easy solution. The disadvantage is that then I miss the other pre-programmed action keys.
Isn't there another solution to make the action key function's be leading and the function keys be fn keys? It's a bit annoying to have to use the fn button the change music volume.
I also have a laptop from HP and there it worked well

keyboards that offer a software defined audio feature also by default offer programable keys so it appears that you are not actually reading various makers keyboard information that covers this common feature
one such keyboard is the razor huntsman (v2) which i currently own and there are dozens of other such keyboards in various price ranges
