You posted nearly the same post over two years ago!

 

Comparing the two images you posted, the temps have only gone up one degree for the CPU and 5 degrees for the motherboard.  That's not bad for two years accumulation of dust in a PC!

 

Unless the case fan comes with a position switch to adjust the rotation speed then no, you can not adjust the speed of the case fan.
