If you used the method to run the Diagnostics routine described below:
To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.
Report back with the results.
If you end up with a curser, then the procedure is not being followed or the keyboard is not responding. A curser on the screen is not possible without some type of error in the procedure, IMHO.
"I know the thermal paste wasn't properly applied but the cpu should have shut off before damage was done" - the assumption that it is OK might not be correct, processor might be damaged.
There is more information coming to light as we go forward but it seems there is not much more to test, if the testing does not produce useful results. The original start of this thread seems to be long lost, now. It would seem I do not know how to help you any further.

I can boot to the boot menu after having it at the cursor, turning it of and back on really quickly resulting in the "Changes to Secure boot Configuration have occurred type the number to verify" it worked. That solution has fixed a similar issue in the past. I still need to do further testing to see if windows is working
EDIT: Same windows error, it works on a different device with similarly configured bios settings

With no meaningful test results, I need to see the results of the Diagnostics from that popup menu, F2.
Take a screenshot, please.

the HP elitedesk 800 G3 and newer revisions (G4 an up) have the HP Cloud Recovery option available
this allows you to download a win 10 factory restore image that contains all required drivers and configurations that were originally on your pc when bought
look for: HP EliteDesk 800 G2 DM 35W in the supported products list:
the links for the recovery images and user guide can be found on the top left of the web page
https://ftp.hp.com/pub/caps-softpaq/CloudRecovery/crsupportedplatform.html
restore the factory image, then allow windows to update to the latest build release
