You can actually do what is now termed a "repair install" for Windows.  Here is an acticle explaining the situation

Fix issues by reinstalling the current version of Windows - Microsoft Support

You can also do it using a Windows install media.  You can make the install media, which will be the most current version, using the Windows media creation tool.  Be sure to use the Windows version that is already present on the PC.
