I have a couple of Z420 workstations, running E5-1650 v1 xeon processor. Great machines, however:
On boot Turbo Mode is disabled. I want Turbo Mode to be Enabled.
In the BIOS:
I have PCIe performance mode set to disabled
I have CECP set to disabled
I set Turbo Mode to enabled
I save the setup, then reboot, go back into the BIOS and I see that Turbo Mode has been reset to disabled...frustrating.
My BIOS version is J61 v03.91
Any and all help appreciated.

The solution offered ( reset the CMOS ) did not fix the issue, HOWEVER, it got me to go back in once again into the BIOS and look at settings.
I have now resolved the issue.
Turbo Mode stays enabled if, in addition to:
PCIe performance mode to OFF
CECP to OFF
Turbo Mode: ON
I ALSO set:
Runtime Power Managent to ENABLED
My Z420 is now happily enabling turbo when it needs it , my 3.2GHz processor happily goes up to 3.8GHz with 1 core heavily used and 3.5GHz with all six cores heavily used.

Your settings are correct, perhaps try to reset the CMOS / remove battery and see if it starts saving the bios settings then.
