if the internal processor ID's are the same between both cpu models (K non K) then the HP bios should see both cpu's as the same
however the observation on the TDP ratings 65 vs 95 watt appears to indicate that there is a cpu ID difference between the two cpu's i'm curious if a app like cpuid does show such a difference

@SDH,
In my experience, many HP desktops can be fitted with higher TDP processors than 'officially' sanctioned.
For example, in my HP EliteDesk 800 G5 SFF upgrade project, it ran just fine with an i9-9900KS (8-Cores, 16-Threads, 4.00 GHz up to 5.00 GHz) which has a whopping 127-watt TDP, whereas the 800 G5 SFF specs suggest a 95-watt TDP max.
And another example would be the installation of an i7-12700KF (12-Cores, 20-Threads, 2.70 GHz up to 5.00 GHz, 125- up to a 190-watt TDP) in my HP Pavilion TP01-3003w upgrade project, though truth be told, I had to limit the wattage to this processor to 150-watt (which it would routinely pull during gaming!) using QuickCPU.
Of course, in both cases (pun intended), I had to substantially boost internal chassis airflow, but I was able to keep temps under control.
Anyways, I digress.
Kind Regards,
