Welcome to our HP community forum!
Here is some information/specs about your HP Z230 Workstation:
https://h10032.www1.hp.com/ctg/Manual/c04658261.pdf
https://media.flixcar.com/f360cdn/HP-778472609-c04473023.pdf
https://www.itcreations.com/user-manuals/z230/hp-z230-workstation-quickspecs.pdf
And yes, your HP Z230 Tower Workstation does support PCIe 3.0 for graphics cards. It has one PCIe 3.0 x16 slot and one PCIe 3.0 x16 wired to x4 slot, which are compatible with modern graphics cards that use the PCIe 3.0 interface. If you're considering an upgrade or replacement, make sure that the power supply can handle the power requirements of the new graphics card as well.
You can swap your proprietary HP power supply with an ATX power supply by using a 24-pin to 6-pin power adapter, such as referenced here. You can get one of these also via AliExpress, etc., as long as you make sure that it mentions compatibility with an HP Z230.
Hope this was helpful.
Kind Regards,
