Anil007,

First, check to make sure that the new drive is set to the correct MBR or GPT partitions and the C: partition is set to active.

I'm not familiar with the HP restore pack, but if the HD change is the only one, consider trying a disk cloning utility such as EaseUs Partition Master.  This has an easy to use graphical interface with a "Clone disk wizard" and I use it often to set up drives, set partitions, change partition labels, and check on  used and available drive space at a glance.  Format the drive > set as active > select the source drive and > select the destination drive.  It's possible to easily change the drive labels and letters as well.  A generic screen shot:

I've used this a number of times when changing drives.  Plus, as it was desirable to have the office rendering system, a z420, duplicate the 3D modelling system, a z620, I was able to clone the z620 drive (HP Z Turbo M.2 256GB AHCI) to the z420 (Samsung 860 EVO 500GB) and Windows, all the applications, and even the browser bookmarks were working and activated.  These systems have somewhat different hardware:

HP z620_2 (2017) (R7) > Xeon E5-1680 v2 (8-core@ 4.3GHz) / z420 Liquid Cooling / 64GB DDR3-1866 ECC Reg / Quadro P2000 5GB _ GTX 1070 Ti 8GB / HP Z Turbo Drive M.2 256GB AHCI + Samsung 970 EVO M.2 NVMe 500GB + HGST 7K6000 4TB / Focusrite Scarlett 2i4 sound interface + 2X Mackie MR824 / 825W PSU /> HP OEM Windows 7 Prof.’l 64-bit > 2X Dell Ultrasharp U2715H (2560 X 1440)

HP z420_3: (2015) (R11) Xeon E5-1650 v2 (6C@ 4.3GHz) / z420 Liquid cooling / 32GB (4X 8GB DDR3-1866 ECC registered) / NVIDIA GeForce GTX 1060 6GB/ Samsung 860 EVO 500GB + HGST  7K4000 4TB/ ASUS Essence STX / Logitech z2300 2.1 / 600W PSU > Windows 7 Professional 64-bit (HP OEM ) > Samsung 40" 4K

This clone was probably easier given that the z420 and z620 motherboards are nearly identical,  except for the 2nd CPU riser socket on the z620, and use the same BIOS.

The software allows installation on two systems provided there are not two users simultaneously.  I didn't even have to load the GPU driver as the z420 uses a GTX 1060 and the z620 is a GTX 1070 Ti- the same series.  Only the driver  for the different sound card was required.
