HP ProtectTools Authentication Services Administration

I can install the HP ProtectTools Password Generator as an administrator, but it won't install as SYSTEM.

I'm using the following cmd line:

 "C:\HPInstall\SETUP.EXE" /s /v"ADDLOCAL=PasswordGeneration,EventMessages /qn /norestart /liwearucmpv AdminComponents.log"

When I run it as an administrator, it works and I get the following near the start of the log:
PasswordGeneration; Installed: Absent;   Request: Local   Action: Local

But when I run it a s system, I get he following in the log:

PasswordGeneration; Installed: Absent;   Request: Null;   Action: Null

i.e. it doesn't even try to install it, but raised no error either.

Any ideas?
