I have run System Recovery........did not fix the issue. How do I find revision number?
Some stats I've pulled from the system:
Firmware release: 2-0-4-001 (uild 25462)
Back of CPU: Model: CTX6
Back of Scan Bed: Product No: CM770A
Also, what is the BIOS password on these devices? I tried to go in there to do some troubleshooting and there is a BIOS password (must have came from HP that way) but I cannot find any documentation on what that password is.

If you connect the Touch panel directly to a computer and both leds are off, then the lan port is dead.
You can use the part numbers Q1277-60054 or CQ654-67006 to get the main board.
Yes, the BIOS is lock from factory, it will not help you much if the port is not working now, when it was not working before.
IF it has never worked, then yes, I'll go to the BIOS and check the configuration

So I ordered a new board, got it installed and the 4520 still will not connect to my network. I've tried DHCP, I've tried manually assigning an address. I've changed the cabling, I've bypassed the wall jack, I've connected to a different network switch, I even tried connecting to a small home office router I brought from home just to see if it would connect to ANY network, and nothing. I did a system restore on the scanner after the board install and tried the above steps again, and no luck. I keep getting the error:
56-41
An error occurred while applying network settings. Please check that the entered settings are valid for the network.
Is there another setting somewhere I should be looking for. Could I possibly be having a power supply issue? The link light on the NIC on the scanner lights up and shows link (and it shows link on the switch), but it just will not pull an address and/or connect to any network.

So I have replaced the motherboard, did not fix my issue. I replaced the power supply. Did not fix my issue. Got the scanner powered on and did a system restore.
NIC lights up, shows link, but still will not connect to any network. I thought I saw a brief message on the screen about the TCP/IP protocol not being installed, but cannot replicate the error, nor would I know how to install it with this version of the software anyway.
On the HP website, I notice there is updated sofware (version 20.6) http://h20566.www2.hp.com/hpsc/swd/public/detail?sp4ts.oid=11176947&swItemId=pl_100701_1&swEnvOid=54
But there is nowhere to go to download or even order that software anymore apparently (even though it is still listed on the website).
I think the scanner will work scanning to USB attached devices, but would really like to be able to scan to network again for the convenience. What else can I try? Where can I obtain a copy of the 20.6 version of the software for the DesignJet 4520 scanner? (There are even later versions of software.....versions 24.1 and 25.1 available, but those must be for later hardware revisions of the scanner because they do not work for my scanner).

Not sure why you have link and does not get an IP even with a back to back connection
