Have you performed the stacker motor calibrations?
There was also a service advisory released in April of 2023 that has since expired covers some possible causes.
A part quality issue related to the stacker of the printer has been detected in printers manufactured during April 2021 and May 2022. The failure of this component could lead to paper jams and system errors 0065-0006-0059 (scan axis) and 0066-0001-0059 (cutter).

I suggest you reach out to a local HP service partner. If you purchased from a legitimate reseller they should be able to help you.
