HP DesignJet T2530 36-in PostScript Multifunction Printer

I keep getting a "replace Printhead " on a new printhead with no expired inks. Also the tubes are full. I am a tech. So i pulled 5 ml ink through the lines to make sure they were not clogged or bubbles were not in them. All extracted and had no signs of bubbles or hard to pull ink through the lines. I did the IDS leak detect as well and nothing came up with issues. All passed. I have had this before on older plotters . not on the T2530 or T1600 T2600 series until today. I am thinking i am going to have to start setting these new printheads up on a machine that is known to be able to setup a printhead properly. then send them out to customers or use in house.  The "Printhead Service Code" is : Sydc8OdebIByBiGAsuJUzQ==   in the service information pages. Also error ID code: 524288
