My printer first had a 8.11 error code in  which I replaced the plotter board.

When i power it on, it gets up to 20% and then gives the following error code 59.8:10.

Did you enter the diagnostics mode after replacing the board and run the CrytoAsic PCA utility? If not that might be your issue.

I can’t enter into diagnostic mode. It goes into file check 100% and then initializes and stop at 20% before giving the 59.8:10 error

Entering diagnostics happens before that. Find yourself a service manual online and it will give you detailed instructions.

I don't see the 59.8:10 in my manual but a 59.3.xx  is for installing a used part that has already be in a machine.    Some electronics and all harddrives have to be new when replaced not preused.

I would put the old board back in.   8.11 is a communication failure with the control panel.     This is  wrong as a different error has happened that caused communication to shut down.     When you reboot watch the control panel every second.    A second before the 8.11 you might see a different error for a second.     If i had to guess i think its probably a 21.XX service station failure.
