Most commonly the firmware USB stick on the formatter is bad and needs to be replaced. HP sells the part through the HP parts store. Use HP partsurfer to confirm part number based on the serial number of the unit.

Didn't see a USB.
Did notice that the Cartridge Holder is stuck on the outermost side of the printer and locked in place. Since the printer wont power up, there's no way to have it moved. Seems to be a booting up issue.

The USB is internal and you must remove the left side cover to see it. You cannot see it from the cartridge cavity.
