The HP DesignJet T650 has been printing great, until I recently upgraded the firmware to SPRKLFPR2N001.2306B.00, 2023-02-09. I'm mostly printing pdfs from Bluebeam or Acrobat and using the hp/gl2 driver. After the firmware update, it will print the page, but it never cuts the roll and just keeps feeding paper till I haev to force shutdown. It seems like the cutter was disabled by the firmware upgrade. Is there any way to downgrade the firmware? Attaching screenshots of the settings.

I don't think your problem is with the cutter function. Usually if the cutter is shut off it will just not cut the paper after it's finished printing and just let the paper hang. If the paper continuously runs out like yours is doing, it seems that the printer isn't seeing the end of the data and things there's more to print. PDF's can do this sometimes. Most of the printing problems I've encountered have come from Adobe products, generally speaking, requiring changes to the paper/print options on the menu page. Just my experience.
You might try turning off the "Autorotate" and see if that makes a difference. Also try changing the Resizing Options from "Actual Size" to "Fit to". Make the changes one at a time and try a print after each change, just to eliminate each feature from being the problem.
Maybe someone else will come along and make some other observations/suggestions for you to try. I don't have any ideas for you about the firmware upgrade.
Also, what OS are you using? If it's Windows 11, has it done an automatic update lately? Sometimes that will cause a perfectly working printer to start thinking it's a toaster.
