I bought this printer from facebook market place and I replaced the heads with HP printheads and it prints better but still has the lines. We did multiple alignments and still the same. The printer shakes and it doesnt seem normal so we were thinking about maybe it needs a new belt? With this info can anyone help me out?

To me you appear to have a banding issue. Typical causes are quality of paper and lack of paper advance calibration. These machines to move around a little, especially if there are any loose parts on the stand. If you look at the belt, it should have consistent color and no cracking. Also make sure that that the carriage rod is lubricated to ensure smooth movement.

It is a typical banding, because the image quality is no correct setting. Put the printer in hight quality. If not, used correct media.

Too. You should to do accuracy calibration for advance media because the plotter is in a new environment. With a correct media. And color calibration too. You have not replace any belt if not damage.
