HP T210 only prints 8.5x11 cant change the size to plot on 24" wide

What driver do you have installed? HP Click is a great option for easy of use printing. You simply drag and drop the file you want to print and it automatically selects the correct paper to print the item at its created size.

A lack of size options suggests that you may have a Microsoft IPP or class driver installed instead of the correct HP driver.

Yess it has ipp listed 

I downloaded and installed the latest drivers and it still says ipp

How do I charge it?

Delete the existing printer, restart and reinstall. You may need to manually install to ensure you get the correct driver.
