HP DesignJet Z9+dr 44-in PostScript Printer with V-Trimmer

Hello,

 

I recently had a user no longer able to print to a HP DesignJet Z9+ PostScript 44in Printer. Figured a windows update broke it so I uninstalled and reinstalled the driver however the install process seems to stop about half way into it. 

 

The user is trying to get this page to appear while doing the printer properties through adobe DC:

Which should be the HP Print preview software, however whenever I try to install the: HP DesignJet and PageWide XL Windows Printer Driver installer  or the: HP Print Preview

 

It gets about this far and just stops after this green bar gets to the end:

I checked the task manger and it did show this running:

After awhile of nothing happening, I ended all the driver tasks and tried the install process to the same results.  I've redownloaded the driver software as well, thinking it might have been a bad download, but still didn't help. 

 

I can get a driver onto the pc from a network install, but it still won't install the HP preview to properly edit the printing document. I'm stump on what it could be, I've disabled AV, restarted the PC, but nothing seems to get it to install. Anyone have any ideas? Thanks in advance.
