How do you switch off the horizontal cutter on HP DNJ Z6?

The printer should only cut when I select the clean-cut option. 

With Border or Borderless my printer cuts paper even if the horizontal cutter is off in printer settings. 

When I print with printer drivers it won't cut. 

HP click has no option to switch off the cutter.

When printing with HP Click, enable and disable the setting on the front panel.

on the manual it says to disable the setting on the front panel.

I have done that on the printer but it still cuts.

On the HP click there are no options to disable or enable the cutter.
