HP 711 DesignJet Printhead Replacement Kit

Basically, the title. The error on the screen is "Printhead Startup Failure -  Not enough ink to complete setup" and it shows all 4 of them.
I've tried to swap to the older set of ink cartridges  and back too.
Any way to reset the ink level via support menu, or to start printhead with "low' ink level?
Do I even need specific set of cartridges? Can I use non-HP cartridges for this operation?
