First thing I would do is remove all the inks, printheads and media and then turn off the plotter. Now turn the plotter on without those items. See if it gets past the 1% or even to where it asks for supplies. If it does not then turn the power off and remove the formatter which is located in the rear of the left side. Just loosen the two thumb screws that secure it and pull it up and out. Now reinstall the formatter making sure it is secure and then turn on the plotter again to see if there is a change. If still no luck go to the link below and download the complete firmware file to your pc.
Now copy the file to the root directy of a usb thumb drive formatted in FAT. Take the usb drive and with the plotter power off place in the usb slot on the control panel and then turn on the plotter. The plotter should see the drive and ask for you to confirm the file to load which is the file you downloaded. If it loads without error the unit will now probably work. If it has errors, then you probably have an issue with the hard disk on the formatter.

Extracted the HDD P/N: 691917-003; attached it to Laptop via USB Converter.

Is it possible the HDD I have is faulty........?
If I replace the HDD with general Laptop HDD, How can I do that?

Lets be frank here. I first told you to do the usb firmware upgrade with a thumb drive. Did you try it and what happened? Second you keep on trying to find other reasons for the failure except for the reason the lights give you. The lights say it is the formatter which I did not know since your initial post did not give us the light pattern. If the hard disk was the problem then the light pattern would be different. The hard disk has a special format that will not be seen by a windows based machine so that part of your post is a red herring. If reseating the formatter and/or doing a firmware upgrade do not work, then the formatter needs to be replaced.
