Since HP won't let anyone respond to this thread by BPG1:
We had the same problem. Swapping printhead positions made zero change in print quality. For our Z6100 60", the middle 4 printheads wouldn't print correctly (LM/LC and PK/LG). Missing lines and doubled lines. Even straight black lines were wavy, fuzzy, and shadowed for certain line weights. Problem started in November 2023. A few weeks ago, the plotter crashed with an error 02.1:10 - Replace Carriage PCA. Installed new Carriage PCA (Q6651-60338). Plotter kept complaining to replace those same 4 printheads. When the Carriage PCA fried, damaged those printheads and the plotter would not accept them for alignment. Would fail on Step 4 of the prepare printhead routine. After replacing the printheads with new sealed (expired) printheads, the pen alignment succeeded. Upon attempting the Scan Axis calibration, the line sensor to black test would fail. When the Carriage PCA failed, took out the line sensor too. Installed new Line Sensor (Q6651-60214). Scan Axis calibration successful and re-alignment successful. Our plotter is working great again. Shockingly.
