HP DesignJet 800ps Printer (42 in)

I bought this used.  Powered up and says lower blue handle.  I did this multiple times but it doesn't clear the message.  I imagine it is a sensor, but could be the

There are a couple of possible issues. Is the blue handle locking down. The blue handle has a hook which must engage in a loop that locks it down (red circle on picture below)

With the power off, does the carriage move freely along the axis? If not, then it is possible that the drive belt has failed, look at the left and right sides of the belt because often when they fail, they shred and get wrapped around the motor or idler pulley. Also look for anything else out of place.
