All In One Won't turn on. Power Button doesn't provide power

wont turn on.  all the "power" button does is provide a menu of monitor options   "Color" " Input" "Power" "management" "Information" "exit" .   It briefly flashes four icons  - one for windows and 3 for HDMI inputs.  then it goes black

I unplugged and plugged back in  and still this repeats

Wy doesn't the power button work?  What kind of dumb design is this?

fixed,  wrong button....   

(in my defense) manual doesnt even show which button is which
