When I power on the computer, are the Bluetooth and Wi-Fi devices/services running and available?
In cases when I load the BIOS Setup, are the Bluetooth and WiFi devices/services running and available?
When I power on the computer and access the System Recovery menu, are the Bluetooth and WiFi devices/services running and available?
When I write "devices/services running and available" I mean that is for example that I had an external Bluetooth device though which I could communicate with the computer's Bluetooth service I could do so while the screen shows the boot up menu, and/or the BIOS Setup, and or the System Recovery.
It would be great if you could describe when and how these services are loaded.

These services use Windows drivers, so they are loaded during Windows bootup.

I think I am able to disable the Network Adapters from the BIOS Setup, but I am wondering is there is a way to disable bluetooth before loading the OS?
Do you know if the Bluetooth is working when in WinRE environment?

Good question -- and my answer would have been yes -- but today, I had need to reboot a laptop into WinPE to do some file restores and the bluetooth mouse was not seen at all! So, it looks like BT does not get loaded in the WinPE environment. I don't know about WinRE, but my guess would be the same.
