The HDD containing the operating system is failing or has failed.


You did not specify the operating system. Are you running W8.1 or did you update to W10?


You need to replace this drive and reinstall the operating system (OS). Or you can copy an OS image to the new HDD if you do disk backups and have bootable USB recovery media.


You can reinstall W8.1 if you created HP recovery media.
