Stuck on the boot update error loop. Power one + Win + B key doesn't work. There is no option to go to startup. The "Esc" key won't do a thing.
Also, there is no place to download a BIOS update!!
How can I solve this issue?

Please see this discussion...You need to make a BIOS recovery drive with the F.41 BIOS update file and not the latest two that HP has.
Your PC's motherboard is the same one as in this discussion.

Unfortunately, I wouldn't be able to help you with that.
I downloaded the file and was able to make a BIOS recovery drive with my Dell Optiplex 7040 desktop PC with no problem.
If you can get it to work, see this link for more info on recovering the BIOS.

Last section. There is a video at the very bottom of the page that describes how to do this on a notebook PC, and since it is included under the desktop link, perhaps it works the same way.

I have an idea...
When you ran the file, did it extract the file to C:\SWSetup\sp141980?
It did when I ran the file.
If you go to that directory, open the sp141980 folder inside you can double click to run the 086F3F41 file in there and it should launch the menu you saw in the first video I posted.
If it didn't, you can download the free 7-zip file utility from the link below and use that to unzip the sp141980 into a folder without running it.
The first file at the top of the page is for 64 bit.
After you install 7-Zip, right click in the sp141980 you saved.
Have 7-Zip Extract to: and let it extract the file into its folder name.
Once that is done, you will be able to double click to run that 086F3F41 file and the menu of options should appear,

sp141980 did extract the files, it is 086F3F41, which is not running and showing the menu. If you look at my screenshot, it is running
However, there is no menu. I tried to run this on the exact same machine (I got two for my kids) and it is the same there as well.
