I have a HP Envy 700-074 that will not boot to Windows or boot at all for that matter. Whenever the PC starts the monitor displays the Windows logo with spinning circle below it and ultimately ends in a blue screen with a sad face and error message that says the device ran into a problem and needs to restart. There are different Stop Codes with seemingly no similarities. Sometimes the system automatically reboots and ends up in exactly the same place (blue screen with sad face). Sometimes it just freezes. The power button is the only way to shut down. Additionally I cannot boot into Safe Mode as by pressing F8 it winds up ultimately back at the blue screen. I have also tried all the other function keys without success. This computer is used infrequently with little personal value stored on the internal hard drive. I just installed Turbo Tax Deluxe and updated the software when after a few minutes it started acting up and spontaneously restarting. Upon further investigation I discovered the OS requirements for this version of TT is Windows 10 but I believe I have Windows 8/8.1 on this computer. Don’t know if this is the cause of the trouble but if I didn’t know any better I’d think the computer has a virus as I’m completely locked out. Please advise on next steps on how to fix. Thank you.

ok
you say, that the computer is probably with windows 8 / 8.1..
originally it is actually mentioned
Microsoft Windows 8 (64-bit)
If you haven't changed anything, moreover, changed to windows 10, you should have access to the recovery partition..
You say you have tried all the keys, so if you start the computer by tapping the F11 key several times, nothing happens?
see what you should have here
