It appears to be a very good processor but I don't see any information about virtualization:

@y2ken Do you think actual processor could not support virtualization?

Shows that it supports AMD-V Virtualization

I was able to install Containers and Hyper-v after going back to Version 1909! 🎉
Using the details here: https://www.howtogeek.com/274780/how-to-switch-from-windows-10s-insider-preview-back-to-stable-witho... I was able to get back to 1909. The only way I could get back to 1909 was to re-install windows from here: https://www.microsoft.com/en-us/software-download/windows10.
Resetting my PC did not take be back to 1909. It kept me on Build 19536.
