I'm trying to start up my computer and it won't let me select my keyboard layout with the mouse or keyboard

Did you make any software or hardware changes on your PC?

 

Have you tried checking with the onscreen keyboard?

 

Did you connect the USB keyboard and mouse to a different USB port and does it work?

 

Try running a system diagnostics on your PC and let me know the results.

 

Refer this article to know how to run system diagnostics on your PC.

 

If you are able to boot into your PC using the onscreen keyboard

 

Try updating the BIOS on your PC and check if helps.

 

Also, try performing a system restore on your PC and check if helps.

I did not make any software or hardware changes. I do not know how to use the onscreen keyboard. I have tried different usb ports.
