The error as - the cooling fan is not operating correctly is pooping up in my screen

If this is a desktop, you open the case and look to see if the fan is running and approx how fast.  If a laptop, it might need to be cleaned, but definitely investigate.

 

SpeedFan is a good tool to verify what is happening.  And of course if the warning is for real, the fan needs to be replaced, so do not put replacement off.
