Cpu fan  not runnig, but if I push with my finger, works.

I understand that you have an HP TouchSmart 300 series PC and the CPU fan does not spin by itself. You have to manually push it to make it work. 

 

I would like to know the following information to assist you better:

  • Please let me know the exact product model no. This link will help you to find the model no: http://hp.care/2bygf7l

 

This normally happens if there is dust accumulated in the fan. I suggest you to perform the following steps to isolate the issue and arrive at a fix.

  • Shutdown down the PC.
  • Disconnect all devices and cables (including power cable) from the PC.
  • Press and hold the power button of the PC for 10 seconds. 
  • Reconnect the devices and the power cable.
  • Power on the PC.

If the fan continues to not spin by itself then you may try to clean the air vents and fan with powered vacuum to remove dust. You may refer to this link

If I put in another position the propeller, it works. No,  everything is clean. My problem is, the fan is not good or the motherboard ?

The evidence indicates that the motherboard is fine and the issue lies with the fan. Because if the motherboard had a problem then there would be other results.
