HP Envy All-in-One Desktop 34-c0087c, windows 11 home as installed and fully updated, running on a 4tb SSD cloned from the original tiny 512gb ssd.
Since I got the machine on 3/24/22, about every 5th boot, I have been getting the Dreaded 3F0 Blue Screen "Boot Device Not Found" error that seems to be more common than one would hope on HP machines using laptop internals.
have completed all of the steps at this link https://support.hp.com/us-en/document/c06101701 except the last (full system restore) since I have spent since the 24th building the software to my specifications. Yet, with all that trouble shooting, about every 5th boot or so, I still get the 3F0. The problem may even be getting worse. The last time it looped for about 5 times and went through all the "HP recovery cannot fix the problem" messages.
I really like this machine a lot, but I do need one that I can depend upon always starting, plus I'm losing my renowned equanimity. Is the only solution returning it before my 30 days is up?

So, did those "hardware" problems occur when booting from the original "tiny" (since when is 512 GB "tiny" ???) SSD?
It seems that you've tried all the possible "software" changes, but none of them can address a "hardware" issue.
It's quite possible that the 4 TB SSD is a "dud", and needs to be replaced, while its warranty (1 year?) is still active?
Download/install/run the free version of the SPECCY software. Open its "Storage" section, and select the 4 TB SSD, and look at the S.M.A.R.T. statistics for that SSD. Any "non-zero" values indicate a problem with your "near-new" SSD.
