I had a user with the same issue. As an administrator, I opened Device Manager, and selected the "Trusted Platform Module 2.0" device under Security Devices, and uninstalled the driver. Rebooted the laptop, error disappeared and the device reinstalled drivers fresh. This drive was encrypted with bitlocker; and this didn't trigger the encryption on reboot.
