I have 4 HP desktops running windows 11 and it appears after a certain windows (?) download/update, the desktop become extremely slow to boot, slow to open apps the first time after a reboot. The 2nd and subsequent opening of the app -normal, no issues. One came out of its funk after unplugging and moving to another location to test. The other 3 practically useless with the slow bootup and program access. I have replace ram,, increased ram, only 13% of hard drive (SSD) used, reset to factory windows, reinstalled of windows, updated AMD - Raedon drivers, checked all others for updates, ran typical sfc /scannow, dskchk, dism commands, disabled everything in startup, defragged, power settings, installed all updates...
Again - it is the first time any app is opened after restart/cold boot. 2nd and subsequent opening of the same app opens quickly. Thoughts or suggestions greatly appreciated.

??? So, you are suggesting is that every time I open an ap the 2nd time the internet speeds are faster? This is happening with all programs, cmd/admin screen, trying to open control panel, my computer in addition to ccleaner, foxit or the recycle bin. Apps/programs such as chrome and edge are slow to open the first time, regardless of PC connection to the network. A second or subsequent opening of chrome or edge opens it quickly. I have multiple PCs connected to the same network - internet speeds are good.
