when, all the time, when using certain game applications?
no windows update in progress?

your computer seems quite powerful, and recent ..
so maybe not a cleanliness issue
check if not in a too closed, poorly ventilated place
some tips here:

Fan is Noisy and Spins Constantly (Windows)

Reduce heat inside the computer to prevent overheating
