HP All-In-One - Loud beeps (3 of one tone and 2 of another), black screen

Upon start-up, computer beeps very loud (3 of one tone and 2 of another) and the screen is black. Goes through about 4 cycles of beeps before stopping. White light is flashing. No lights on the keyboard.

Any suggestions? Did nothing to the computer. Perhaps there was an error during an update?

Of note, when I opened it up I notice the fan does not spin when it is powered on. I also see some black "charred" looking substance on the copper tube piece coming off the fan.

So I recommend to you to open your PC, and try to reinsert the memory module, clean it, insert in other modules..
