How pavilion with windows 10 will not boot past select account blue screen and says sign as admin

Microsoft Windows 10 (64-bit)
HP desktop with Windows 10 will not boot past the select account blue screen and gives a message
You need to sign in as an administrator but there aren't any administrator account s on this pic
And at the bottom it says 
Forgot your password or don't see your account

Is it Windows login password or Bios password?

If this is to do with the Windows login password? What type of account have you created? Is it local account or Microsoft account.

Did you attempt to reset using the safe mode or the recovery manager?
