My Hp omnibook 5's power light comes on, then turns off and repeats again and again. The fan works, however the screen or external HDMI monitor will not work. Before the issue occured, I had used the laptop for a few hours and shut it down. Two hours later and now it won't boot, just stuck in this cycle. When booting the caps lock light flashes 5 long, 3 short indicating a problem with the bios and power controller.

Hi @O2081
Welcome to the HP Support Community.
Thank you for posting your query.
According to HP's official startup troubleshooting documentation, a pattern of 5 long blinks followed by 3 short blinks (or 5 red major blinks and 3 white minor blinks) specifically indicates that the embedded controller cannot reach the BIOS within the established time limit.
While this relates to the BIOS and embedded controller, HP explicitly defines this code as a boot timeout/communication failure during startup rather than a general power controller failure.
I would request you to please follow the steps:
Remove All External Accessories
- Disconnect all nonessential peripheral devices from the laptop, including external HDMI monitors, USB flash drives, printers, and card reader cards. External hardware can sometimes cause a timing delay or interference during the boot sequence.
Perform a Power Reset.
- Turn off the computer completely.
- Disconnect the AC power adapter.
- Press and hold the power button for approximately 30 seconds with the power adapter unplugged to clear residual memory.
- Plug the AC adapter back in (without reconnecting any peripheral accessories) and turn on the notebook.
Attempt a Key-Combination BIOS Recovery
- Turn off the laptop and ensure the power cord is connected.
- Press and hold the Windows key + B (or Windows key + V on some models) simultaneously.
- While holding those keys, press and hold the power button for 2 to 3 seconds, then release the power button while continuing to hold the Windows and B (or V) keys.
- If the HP BIOS Update screen displays, follow the on-screen instructions to restore the BIOS

Hope this helps, Please revert if the issue persists.
Take care and have an amazing day!
